All Wuppertal residents can submit their own proposals and vote for the winning ideas in several voting phases. All Wuppertal residents can submit their own proposals and vote on the winning ideas in several voting phases. These will be included in the Wuppertal city budget and implemented from 2026.
We have already carried out citizens' budgets in previous years. Take a look at the process in 2023 and be inspired by the ideas.
From March 4 to 31*, you can submit your ideas and comment on the ideas of others on this page. To do so, you must register once on this page or log in with your existing profile if you have registered here in the past for a different process. To submit an idea, simply click on the "Submit idea" field below. After registering, you will then be guided through an input mask. Please note the rules of the game.

Parallel to the submission of ideas, the administration carries out a rough check to see whether the criteria (see rules of the game) are met. All ideas that do will be admitted to the first voting phase for the TOP 100.*** This will take place online from April 22 to May 11.
At the public "Common Good Check" event on May 27 at the Barmen Comprehensive School, the TOP 100 will be evaluated by the participating Wuppertal residents for their contribution to the common good. The administration will examine the 30 ideas selected there in detail with regard to costs and feasibility and publish a statement on each idea.
The final voting phase will start on August 27 with the election party at Codeks and will continue until September 18. Voting is possible online at talbeteiligung.de or at one of the district stations. Once all the votes have been counted, the winning ideas are determined. They will be confirmed by the city council and implementation can begin in early 2026.
* The deadline for submitting ideas has been extended. This could not be changed in the graphic. Correct end date: March 31.

*** If more than 100 ideas are selected for the Common Good Check in the first voting phase due to a tie, a draw will be held between the last-placed ideas with the same number of votes to determine the TOP 100.
The project idea...
- must do something good for Wuppertal and must not serve any individual interests.
- must not cost more than 50,000 euros. There must be no follow-up costs.
- must be able to be implemented within the next two years.
- must be able to be implemented in a public space under the responsibility of the City of Wuppertal or on private property (with the consent of the owner). Funding for association projects is also possible.
Criteria 2-4 are checked by the administration. Criterion 1 will be examined by the people of Wuppertal as part of the public welfare check on May 27, 2025. What the common good means will not be determined in advance by the administration, but will be negotiated between the participants in the evening.
At the end of the final vote, the winning projects are determined, which then have to be confirmed again by the city council. In the event that a district council rather than the city council is responsible for a project idea, implementation of the ideas cannot be guaranteed. However, the district councils will be informed of the relevant ideas during the detailed examination and will issue an opinion on them. This will show whether the idea has a chance of being implemented.
The winners from the 2023 citizens' budget are not allowed to submit an idea this year.
After the final voting phase in September, the winning ideas are determined. Depending on the amount required, these are usually 5 to 7 projects that still need to be confirmed by the city council or the relevant district council. The ideas will be implemented in 2026 and 2027, either by the idea providers themselves or by the city administration. The Citizen Participation Team accompanies the implementation process and mediates between the specialist departments involved and the idea providers.
The team also helps to ensure that ideas that do not win have a chance of being implemented. The ideas from the TOP30 are forwarded to the relevant departments in the administration and the idea providers are given advice on alternative funding options.

The winning ideas were approved by the city council at its meeting on December 15, 2025. This means that the funds can be paid out to the projects from January 2026.
