In order to create a binding and reliable framework for citizen participation in Wuppertal, "Guidelines for Citizen Participation" were developed together with citizens, politicians and the administration. Here we provide information about the guidelines and their development.

Framework and values for good citizen participation

The guidelines for citizen participation describe the framework for concrete participation projects in the city. The quality criteria for good citizen participation formulated therein are the benchmark for participation procedures in Wuppertal.

Public participation is only possible together with all those involved

Good and successful public participation gives all groups involved the opportunity to participate and enables a respectful dialog at eye level. This includes the residents of Wuppertal, (volunteer) politicians and administrative staff.

Public participation can be initiated in a variety of ways

The impetus for a public participation process can also come from various sources. In principle, the council and district councils have the authority to initiate a procedure within their areas of responsibility. The administration can also provide for participation procedures for projects. The Citizen Participation Guidelines now also open the way for residents of Wuppertal to make suggestions for citizen participation procedures. This right also applies to associations, institutions or companies based or represented in Wuppertal.

An advisory board for citizen participation

An Advisory Board for Citizen Participation was set up to consolidate the dialog on citizen participation, to monitor the implementation of the guidelines and as a point of contact for all citizens of Wuppertal. It began its work on June 20, 2018. The advisory board consists of representatives from politics, the administration and Wuppertal's residents and institutions. Fundamental values of citizen participation

The guidelines set out the key values that should characterize the culture of participation in Wuppertal. These are: Cooperation, communication, commitment, transparency, timeliness, inclusion, rules and addressee-oriented design.
