The Citizen Participation Advisory Board is a committee with members from politics, administration, citizens and initiatives. Its work focuses on constructive dialog on all issues relating to citizen participation in Wuppertal.
Together with the Citizen Participation and Promotion of Civic Involvement staff unit, the Advisory Board ensures the proper implementation of theWuppertal Guidelines for Civic Participation. These guidelines were developed jointly by the administration, politicians and citizens and confirmed by the city council in November 2017. The advisory board supports participation procedures and monitors compliance with the guidelines in practice.
The advisory board is involved in municipal participation projects at an early stage, develops proposals for ongoing processes and can suggest new opportunities for participation. It also makes suggestions and recommendations to the city council.
As an accompanying and creative body, the advisory board also has an impact on urban society. The members are contact persons for all Wuppertal residents and take up concerns regarding citizen participation.
In order to create a binding and reliable framework for citizen participation in Wuppertal, "Guidelines for Citizen Participation" were developed together with citizens, politicians and the administration. The guidelines for citizen participation describe the framework for concrete participation projects in the city. The quality criteria for good citizen participation formulated therein are the benchmark for participation processes in Wuppertal. The Citizen Participation Advisory Board, together with the Citizen Participation and Civic Engagement Unit, ensures that the guidelines are adhered to. You can download them here:

At its first meeting on February 4, 2026, the newly formed advisory board for the 2025-2030 council period discussed and revised the rules of procedure. The management is carried out by the Citizen Participation and Promotion of Civic Engagement staff unit. The task of the management is to set and invite people to the meeting dates and to chair and take minutes of the meetings. The management is the contact person for the advisory board and implements its orders. Within the staff unit, this task is carried out by Mara Brinkmann.
The Citizens' Participation Advisory Board consists of 34 full members, each of whom has one deputy member. The advisory board is made up as follows:
- 13 members from other advisory boards, institutions, associations and groups representing Wuppertal's civil society
- 8 members from urban society who applied and were drawn by lot
- 7 members of the 7 divisions of the city administration
- 6 members of the 6 parliamentary groups of the city council
