Do you want to have a say in what happens in your district and really make a difference? Then the Barmen youth budget is for you!

Here you have the chance to submit your idea for Barmen, develop it further with other young people and vote on ideas online. The projects with the most votes will actually be implemented - with a €50,000 budget from the city of Wuppertal.

No matter what you are interested in - leisure activities, sport, events, meeting places, school, culture, the environment or something completely different - all topics are possible. You can take part alone or with friends. It doesn't matter whether you already have a concrete plan or just a rough idea - anything is possible.

And this is roughly how it works:

  • May 11 - June 21: Submit your idea online (here on the website, via a profile or directly on a map).
  • July 03: Meet other young people at the ideas workshop, get to know your ideas and develop them further together.
  • The city council will then check which proposals can be implemented.
  • In the fall, all young people in Barmen will vote on the final ideas and determine what the city will spend the €50,000 on.

FAQ: Information on the procedure

People aged 14 to 21 can submit their ideas for the district of Wuppertal Barmen to the Barmen youth budget. The ideas should make Wuppertal Barmen more youth-friendly and benefit as many young people as possible. The city pays for the implementation. The ideas can be for leisure, sport, school, meeting places or activities, for example. The best ideas will be chosen by the young people themselves.

The youth budget takes place in several steps. It is a mix of online and face-to-face formats. You can find the exact process as a timeline further down on this page.

It is important that you are between 14 and 21 years old and live or go to school in Wuppertal Barmen. Then you can participate in many different ways:

  • You can submit your own idea online here at talbeteiligung.de
  • You can comment on or like ideas from other young people
  • At the ideas workshop on July 3 at the Barmen comprehensive school, you can get to know other young people and develop your own idea or the ideas of others
  • In autumn, you can vote for your favorite ideas here on talbeteiligung.de

To ensure that the youth budget reaches as many young people in Barmen as possible, there are a few criteria that you should bear in mind when developing ideas:

  • Ideas should be from young people for young people.
  • The implementation of an idea may cost a maximum of €15,000 - anything less is permitted!
  • In order for you to benefit from your own idea, it should be possible to implement it by the end of 2027. The implementation can be carried out by you, by the city or by an association or initiative.
  • The place of implementation must be within the jurisdiction of the city of Wuppertal or, with the consent of the owners, on private property. Funding for association projects is also possible.
  • The implementation must take place in Wuppertal Barmen. This means the entire city district. You can see the exact area on the map below.
  • Your idea should be good for young people in Barmen and accessible to as many young people as possible.

This may sound more complicated than it is. If you are unsure, simply submit your idea or get in touch with us! We will be happy to help you at any time and check whether the criteria are met.

The ideas that receive the most votes in the vote in the fall are actually implemented. The city will pay for the implementation. The winners will be announced at a final event on November 5 from 6 p.m. to 8 p.m. at the Barmen comprehensive school. The city council must then formally approve the ideas once again so that the money can be distributed. This is expected to happen at the beginning of 2027, after which the ideas will be implemented together with the city or other responsible parties by the end of 2027. All results and decisions will be published transparently.

The concept for the first youth budget for Wuppertal was developed by the Valley Participation Unit together with the Youth Welfare Office and young people themselves. We involved people from the Youth Council, the Youth Ring and the Gymnasium am Kothen in two workshops to develop the concept. You can find pictures of the workshops below in the current impressions of the project.


This is how the youth budget works:

1. your idea for Barmen 💡

From 11.05. to 21.06. you can easily submit your idea here on talbeteiligung.de.

You can:

  • use the map (if you have a specific location in mind)
  • or fill in the profile
  • or both ☺️

Your idea may already be fully thought through - for example, if you know what you need to improve your leisure time. Or you can simply start by sharing a wish, such as

  • more sports activities
  • more opportunities to play
  • or generally more action in Barmen

Anything goes!

Your idea can be small and cost little - or it can be bigger (up to €15,000 is possible).

👉 Important: Don't stress about the costs! The city will support you later with precise planning and calculations.

2nd ideas workshop 🪚

Do you have an idea - or simply want to help shape it? Then come to the ideas workshop! 🚀

On July 3, our ideas workshop will take place at the Barmen comprehensive school. There you can get to know other young people from Barmen and develop all the ideas submitted together.

👉 Important: Save the date and register directly here so that we can plan how much food and drinks we need.

What you can expect:

  • You'll get to know other young people.
  • You can look at all the ideas.
  • You decide which idea you want to work on - your own or another one.

You can also come without your own idea! The focus is on networking, exchanging ideas and finding out what interests you. To ensure that your ideas can perhaps even be implemented by the city in the end, city employees will also be there. They will support you, answer your questions and consider with you where the idea could be implemented or how much it might cost. And who knows - you might even come up with a completely new idea on the day.

3. maybe: Preselection 🙃

After the ideas workshop, we check which ideas are well developed and realistic. We summarize similar suggestions (e.g. for sports activities) after consulting with you.

If there are still too many ideas for a one-day ballot, a pre-selection is needed. To do this, we come to you - to schools, youth cafés or the pedestrian zone - and ask for your opinion.

4. audit of the administration 🏛️

The ideas that remain are examined very carefully by the city:

  • Can the idea really be implemented?
  • Where exactly?
  • Who is responsible for it?
  • How much will it cost to implement?

The important thing is that everyone affected by the implementation of the idea must be in agreement.
If the location is private, for example, the owner's consent is required. If it is an association, we need a permanent contact person there.

If the city itself is responsible, we clarify internally who will take on the project and when it can start.

5. online voting 🛜

All ideas that pass the administration's scrutiny will be placed on a ballot paper - just like in a real election.

You will receive the documents for this by post to your home, together with a personal TAN number. Every person between the ages of 14 and 21 who lives in Barmen will receive their own TAN. This ensures that each person can take part in the election exactly once.

You can then use your TAN to vote online for your favorite idea. You have four weeks to do this.

If you lose your TAN or have not received a letter, you are welcome to contact us at any time. And we will also come back to schools and youth clubs and can give you your TAN again here. Because: Every vote counts! 🚀

6th award ceremony 🍾

In the weeks following the vote, we will count your votes. This is how we will find out which ideas will be implemented in Barmen in 2027. On November 5, there will be an award ceremony at Barmen Comprehensive School where the winning ideas will be announced. Our Lord Mayor Miriam Scherff will also be there to meet the young people who took part in the project.

7. implementation 🚀

As soon as the winning ideas have been determined, the city council still has to officially approve their implementation. This is a formal step so that the city can actually spend the money on your projects. Disbursement is planned for early 2027. The winning ideas should then be implemented by the end of 2027 at the latest. Then your ideas will become reality! 🤩
