Urban land-use planning determines how our city should develop in the future. It determines, for example, where building is permitted, which areas are protected and how new residential and/or commercial areas are created. Citizen participation is provided for by law as part of the urban land-use planning process. Citizens have the opportunity to get involved at an early stage, make comments and submit suggestions. This allows local experience and different perspectives to be incorporated into the planning and final decision. The city's Building and Housing Department (105) is responsible for organizing and implementing this formal public participation.

Early public participation
The development of the so-called locomotive shed area in Vohwinkel is currently one of the largest urban development projects in Wuppertal. The former railroad site is to be developed as a residential quarter and form the prelude to the exhibition area during the BUGA.
The area was originally owned by the railroad. However, its use was abandoned and the former roundhouse was demolished in 2014. With the planning of the BUGA, the area has come into focus. A new, car-free residential quarter with around 450 residential units in multi-storey residential buildings is to be created. The eastern part of the planning area is to be used temporarily as an exhibition area and will only be developed with apartment buildings after the BUGA. In the course of the BUGA, a public neighborhood park will be created on the site, which will remain intact after the BUGA and will be embedded in the future residential development.
In order to realize the project, it is necessary to draw up a development plan and amend the land use plan:
Development plan 1212 - BUGA 5 / Lokschuppenareal -
with revocation of development plan 170 - Nathrath - and
partial revocation of development plan 169 - Nathrath -
and
Land use plan amendment 94 - locomotive shed -
The Vohwinkel district council, together with the Building and Housing Department, invites all interested citizens to attend one of the two public events. These represent the formal participation of the public in accordance with Section 3 (1) of the German Building Code. At the events, the planning in the context of the BUGA will be presented in detail and there will be an opportunity to make suggestions and ask questions.

Monday, 18.05.2026 at 6 pm and on
Monday, 01.06.2026 at 7 pm

Questions and answers
A development plan shows you the limits and specifications within which you may, for example, extend your existing building or plan and build a new house or garage.
A development plan basically consists of two parts:
- the plan with graphic and textual regulations (the so-called stipulations) and
- a statement of reasons, in which the aim and purpose as well as the main effects of the regulations are explained.
The development plan is adopted by the Wuppertal City Council and, as a municipal statute, is legally binding for everyone and therefore a local law. It therefore specifies where and how you can build
A development plan determines how you may use the land. Here are a few examples:
- Type of use and development, e.g. residential buildings (single or multi-family homes), commercial enterprises, stores, playgrounds, schools,
- Information on which areas of the property you may and may not build on,
- Information on how high you can erect your building, and
- Regulations on the dimensions and location of roads, parking areas, etc.
As an individual or interest group, you can submit your suggestions and concerns about urban development plans in your area.
There are two steps in the process in which you can participate.
Early public participation
You can submit comments on specific planning projects at an early stage of the process. This can take place at public events or you can send us your suggestions and concerns in writing.
Public interpretation
Taking into account the information gathered so far, a decision is made to publish the plan. You can view the publicly displayed drafts of a development plan online or at Barmen Town Hall. You have another opportunity to find out about the plans, ask questions and submit comments.
