In cooperation with BARMER, the companies KNIPEX and Wuxi Biologics as well as the Community Foundation for Wuppertal, the city of Wuppertal has once again made its own budget available for ideas from the public. In 2023, the budget amounted to 215,000 euros.
There were only a few requirements for the ideas: The implementation must not cost more than 50,000 euros and must be possible within two years, the idea must be within the scope of action of the city of Wuppertal and must contribute to the well-being of the people of Wuppertal*. In several voting phases, all interested residents were able to vote themselves on which ideas should be implemented with the available budget.

In cooperation with the Community Foundation for Wuppertal, BARMER and the company KNIPEX, the city of Wuppertal has made €215,000 available in 2023 for public welfare-oriented ideas from the local community. All Wuppertal residents were able to submit their own proposals and vote on the winning ideas in several voting phases. These were incorporated into the city of Wuppertal's budget and implemented from 2024.
Ideas could be submitted and commented on by others from March 1 to March 26, 2023.
Parallel to the submission of ideas, the administration carried out a rough check to determine whether the ideas submitted met the required criteria (e.g. maximum budget of 50,000 euros & no follow-up costs). All ideas that met these criteria were admitted to the first voting phase for the TOP 100. This took place from April 11 to May 1, 2023.
At the "Common Good Check" public event on May 16, 2023, the TOP 100 were evaluated by the participating Wuppertal residents for their contribution to the common good. The administration examined the 30 ideas selected there in detail with regard to costs and feasibility and published a statement on each idea.
The final voting phase began on August 31 with the election party and continued until September 21, 2023.
These are the winning ideas of the Citizens' Budget 2023:
- Animal welfare center Wuppertal - green space design (690 votes, € 50,000)
- Poor people also have pride - deposit rings for garbage cans (458 votes, €10,000)
- Help for children with mental disabilities - schoolyard design for the site (455 votes, €50,000)
- Volontoolo - Tool for Volunteers (446 votes, €50,000)
- Lernmobil Gut Einern - Sustainable development on wheels (365 votes, €50,000)
- (Dense roofs for the Permakulturhof Vorm Eichholz e.V. (355 votes, €5,000) --> waives the amount)
- em'POWERmenTAL Contact point for people affected by racist discrimination (309 votes, €5,000)
At its meeting on 18.12.2023, the City Council decided to implement the winning ideas.
