In cooperation with BARMER, the companies KNIPEX and Wuxi Biologics as well as the Community Foundation for Wuppertal, the city of Wuppertal has once again made its own budget available for ideas from the public. In 2023, the budget amounted to 215,000 euros.
There were only a few requirements for the ideas: The implementation must not cost more than 50,000 euros and must be possible within two years, the idea must be within the scope of action of the city of Wuppertal and must contribute to the well-being of the people of Wuppertal*. In several voting phases, all interested residents were able to vote themselves on which ideas should be implemented with the available budget.

Die Stadt Wuppertal hat in Kooperation mit der Gemeinschaftsstiftung für Wuppertal, der BARMER und der Firma KNIPEX im Jahr 2023 215.000€ für gemeinwohlorientierte Ideen aus der Bürgerschaft zur Verfügung gestellt. Alle Wuppertaler*innen konnten eigene Vorschläge einreichen und in mehreren Abstimmungsphasen über die Gewinnerideen abstimmen. Diese wurden in den Haushalt der Stadt Wuppertal eingeplant und ab dem Jahr 2024 umgesetzt.
Vom 1. bis zum 26. März 2023 konnten Ideen eingereicht und die Ideen von anderen kommentieren werden.
Parallel zur Ideeneinreichung prüfte die Verwaltung im Grobcheck, ob die eingereichten Ideen die vorausgesetzten Kriterien (z. B. maximales Budget von 50.000 Euro & keine Folgekosten) erfüllt haben. Alle Ideen, bei denen dies der Fall war, wurden zur ersten Abstimmungsphase um die TOP 100 zugelassen. Diese fand vom 11. April bis zum 01. Mai 2023 statt.
Bei der öffentlichen Veranstaltung „Gemeinwohlcheck“ am 16. Mai 2023 wurden die TOP 100 von den teilnehmenden Wuppertaler*innen auf ihren Beitrag zum Gemeinwohl bewertet. Die Verwaltung prüfte die 30 dort ausgewählten Ideen im Detail auf Kosten und Umsetzbarkeit und veröffentlichte zu jeder Idee eine Stellungnahme.
Die finale Abstimmungsphase startete am 31. August mit der Wahlparty und ging anschließend bis zum 21. September 2023.
These are the winning ideas of the Citizens' Budget 2023:
- Animal welfare center Wuppertal - green space design (690 votes, € 50,000)
- Poor people also have pride - deposit rings for garbage cans (458 votes, €10,000)
- Help for children with mental disabilities - schoolyard design for the site (455 votes, €50,000)
- Volontoolo - Tool for Volunteers (446 votes, €50,000)
- Lernmobil Gut Einern - Sustainable development on wheels (365 votes, €50,000)
- (Dense roofs for the Permakulturhof Vorm Eichholz e.V. (355 votes, €5,000) --> waives the amount)
- em'POWERmenTAL Contact point for people affected by racist discrimination (309 votes, €5,000)
At its meeting on 18.12.2023, the City Council decided to implement the winning ideas.
