The Wuppertal Plan is intended to serve as a compass for the coming years of our city and clarify how we will shape important future tasks such as the digital transformation, social and economic challenges and climate protection. The Wuppertal Plan focuses our efforts on the most important goals to ensure that Wuppertal remains a liveable city with a strong community in the future. Citizens and key players in Wuppertal's urban society will be involved in the strategy process at two events.

Information on the procedure

The newly formed Administrative Board used a two-day retreat in February to set a new strategic course for Wuppertal. In a time of multiple crises and overarching transformations, a reliable compass is needed. The aim of the Wuppertal Plan: To bundle energy instead of letting it fizzle out in individual measures.

The Wuppertal Plan, which is designed to run for 15 years, is intended to provide orientation. It organizes existing specialist concepts under common goals and makes the administration's work comprehensible. The strategy is geared towards feasibility and grounding in order to create internal and external commitment. At this point, it is about prioritizing topics and tasks. The focus is placed on projects with a high leverage effect for urban development.

The stakeholder participation on April 18 focused on the following questions: What will make Wuppertal an attractive city worth living in 2042? What must Wuppertal specifically develop or strengthen by 2042 in order to achieve the vision for the future? Where are the strongest levers?

With the citizens' dialog on 27 June, we want to ensure that the Wuppertal Plan takes into account the reality of life for the people who live in our city. To do this, we want to know what citizens experience in their everyday lives and what they want for Wuppertal. After all, with the experiences from their daily lives, residents know the challenges and potential of Wuppertal best.

Around 200 players from urban society were invited to the stakeholder participation event. Over 100 people, including from business, education, culture and various institutions in Wuppertal, attended the event on April 18.

For the workshop with citizens on June 27, a total of 1,300 people will be randomly drawn from the population register and invited. Characteristics such as gender, age and place of residence are taken into account when drawing the sample. This procedure ensures that as many different people as possible from all over Wuppertal with diverse perspectives and ideas take part in the event.

The results of the participation formats will flow directly into the strategy development. The completed Wuppertal Plan is to be adopted by the City Council at the end of 2026. It will then be implemented via a project portfolio. There will be a dedicated website for transparent presentation.

Decision

The Wuppertal Plan is to be adopted by the city council at the end of 2026. As soon as the draft resolution is available, we will link it here.
