Urban land-use planning sets out how our city should develop in the future. For example, it determines where construction is permitted, which areas are protected, and how new residential and/or commercial districts will be developed. Public participation is required by law as part of the urban land-use planning process. Citizens have the opportunity to get involved early on, provide feedback, and submit suggestions. This allows local experiences and diverse perspectives to be incorporated into the planning process and the final decision. The planning procedures, including formal public participation, are carried out by Department 105.1 Urban Land-Use Planning.

Early Public Participation

Regarding the third amendment to Zoning Plan 70—Hildener Straße / Westring—the City of Wuppertal would like to engage in dialogue with residents of the affected area. This is in response to planned adjustments to the regulations regarding fences, ancillary structures (e.g., garden sheds and pools), and the placement of parking spaces on private properties.

On October 15, 2026, between 2:30 p.m. and 5:30 p.m., the city administration will set up an information booth at the intersection of Ohligser Straße and Erkrather Straße. There, you can learn about the zoning plan and the considerations involved, and share your experiences, comments, and suggestions.

Even after the event, suggestions, comments, and concerns can be submitted in writing to bauleitplaene@stadt.wuppertal.de .

Public Comment Periods

At its meeting on September 17, 2026, the Committee on Urban Development, Economy, Construction, and Location Marketing of the Wuppertal City Council adopted a resolution regarding the publication of the aforementioned land-use plan in accordance with Section 3(2) of the German Building Code (BauGB).

The objective of the plan is to preserve the character of the area and to adjust existing building rights.

The draft land-use plan will be available for public review from October 14, 2026, through November 13, 2026 (inclusive) on the website https://www.wuppertal.de/bebauungsplaeneand will also be made available for public review. The public review of the draft plan by the Department of Construction and Housing (R. 105) will take place at Wuppertal-Barmen City Hall, Johannes-Rau-Platz 1, 42275 Wuppertal, in the building at Große Flurstraße 10, Level 0, during office hours: Monday through Thursday from 9:00 a.m. to 3:00 p.m. and Friday from 9:00 a.m. to 12:00 p.m. (excluding holidays).

The land-use plan is being published along with the explanatory statement (§ 2a BauGB) and the essential environmental information already available. To the extent that this land-use plan refers to technical regulations—VDI guidelines as well as guidelines of other kinds—these will be made available for public inspection at the aforementioned location where the plan is on display.

Comments on this urban land-use planning procedure should be submitted electronically via email (bauleitplaene@stadt.wupppertal.de) during the publication period; however, if necessary, they may also be submitted in writing, orally (at the public viewing location, see below) to the Department of Construction and Housing (105), Urban Land-Use Planning Division (R. 105.1), Johannes-Rau-Platz 1, 42275 Wuppertal. Pursuant to Section 3(2) in conjunction with Section 4a(5) of the German Building Code (BauGB), please note that comments not submitted by the deadline may not be taken into account when a decision is made regarding the urban land-use plan. The names of individuals submitting comments will not be listed in the printed materials for the public meetings of the councils, committees, and district councils. For data protection reasons, comments will be forwarded in anonymized form.

Questions and Answers

A zoning plan shows you the boundaries and requirements within which you may, for example, expand your existing building or plan and build a new house or garage.

A zoning plan generally consists of two parts:

  • the plan itself, which includes graphical and textual regulations (known as “provisions”), and
  • an explanatory statement that outlines the objectives and purpose of the plan, as well as the key impacts of the provisions.

The zoning plan is adopted by the Wuppertal City Council and, as a municipal ordinance, is legally binding on everyone and thus constitutes a local law. It therefore specifies where and how you may build.

A zoning plan specifies how you are permitted to use the land. Here are a few examples:

  • Type of use and development, e.g., residential buildings (single-family or multi-family homes), commercial businesses, stores, playgrounds, schools,
  • Specifications regarding which areas of the property you may build on and which you may not,
  • Information on how tall you may build your structure, as well as
  • Regulations regarding the dimensions and location of streets, parking areas, etc.

As an individual or an interest group, you can share your suggestions and concerns regarding urban planning in your community.

There are two stages of the process in which you can participate.

 

Early Public Participation

You can submit comments on specific planning projects as early as the initial stages of the process. You can do this at public meetings or by submitting your suggestions and concerns in writing.

 

Public Review

Once the information gathered so far has been reviewed, a decision is made to publish the plan. You can view the drafts of the zoning plan that are on public display online or at Barmen City Hall. You will have another opportunity to learn about the plans, ask questions, and submit comments.
