How do you perceive Barmen's city center today? What do you like? What should change? What examples do you know from other cities that you would like to see in Barmen?

All Barmen residents and interested Wuppertal residents were able to contribute their ideas and suggestions to the so-called "Integrated Urban Development Concept Barmen (ISEK)" as part of the city center conference on April 19, 2023 and from May 11 to June 1, 2023 as part of an online participation on this page. You can find the results of both the city center conference and the online participation in the digital map below.

Thank you for your participation and your commitment to the Barmen district! With your help, we were able to jointly determine which measures can lead to a more liveable Barmen and hope that they will achieve the desired goals.


Information on the procedure

The city of Wuppertal and the Barmen Urban team prepared the update of the ISEK for Barmen city center in 2023. The ISEK (Integrated Urban Development Concept) is a strategic urban planning and transportation concept that sets out how the Barmen city centre should develop between 2025 and 2032. An ISEK for Barmen city center was drawn up back in 2014, adopted by the Wuppertal City Council and updated in 2019. The objectives and measures listed therein have been implemented in recent years by the city of Wuppertal in cooperation with local partners such as the ISG Barmen Werth and the "Barmen Urban" office for inner city development.

As part of the inner city conference on 19.04.2023 you were able to contribute your ideas at six moderated themed tables. The ideas were recorded, documented and discussed on the basis of key questions and prioritized by the participants at the end using sticky dots. The results were entered in the digital map below.

You were able to take part in the online participation from May 11 to June 1, 2023 via a digital map. You were able to discuss the results of the city center conference and contribute new ideas.

The online participation has been closed since 02.06.2023. The people of Wuppertal submitted well over 150 ideas and suggestions. These were viewed and reviewed by the city administration. As always, not all ideas and suggestions from the public participation process could be adopted 1:1 for the Barmen IUDC or its implementation for various technical reasons. As part of a prioritization process by the funding body, some measures had to be brought to the fore once again.

Here is a brief overview and summaries of the topics that were frequently mentioned in the public participation and will be pursued further:

  • Creation of more green recreational areas and more pedestrian and cycle path connections in the city center and along the Wupper river
  • Strengthening water and climate-sensitive urban development in the Barmen district
  • Stronger networking of stakeholders and administration
  • Marketing and making Barmen's potential visible
  • Enabling the participation of all target groups
  • Creating ideas for offers and projects as well as suitable places for participation
  • Strengthening Barmen as a gastronomy location
  • Expansion of Barmen as a cultural and residential location
  • Upgrading the living space
  • Improving the residential environment
  • Increased use of funding opportunities

ISEK

The people of Wuppertal submitted well over 150 ideas and suggestions. These were reviewed by the city administration and checked for feasibility. As always, not all ideas and suggestions from the public participation process could be adopted 1:1 for implementation for various technical reasons. One reason for this was that not all measures complied with the guidelines for urban development funding and another was that not all ideas were financially and technically feasible.

After the results of the public participation were evaluated by specialist planners, new measures for the continuation of the ISEK (Integrated Urban Development Concept) Barmen were developed and checked for feasibility. Some old measures from the last ISEK 2019 are also being continued and must now all be completed by 31.12.2027.

Decision

The Barmen district council(20.11.2024) and the Wuppertal City Council(16.12.2024) have approved the procedure proposed by the administration and the prioritization of the funding measures as part of the ISEK Innenstadt Barmen.

Implementation

Implementation and promotion of the four construction projects:

  • Redesign of the Werth pedestrian zone
  • Multi-generational park at the Heubruch "Felssporn"
  • Climate-friendly redesign of the St. Etienne bank
  • Redesign of the Alter Markt suspension railway station arrival point, Barmen key project

and the six investment-related projects:

  • Continuation of the disposition fund for the active participation of residents
  • Accompanying city center management "Barmen Urban", continuation
  • Establishment and maintenance of a digital communication platform "Barmen Begeistert/Kulturteppich Barmen"
  • Accompanying image, information and public relations work
  • Accompanying evaluation
  • Neighborhood architect

has now been confirmed by the district government. The above-mentioned measures can now be implemented in the period from 2025-2027 with almost 4 million euros (80% of which is funding)! This represents a major step for the further development of Barmen city center.

Thank you for your participation and your commitment to the Barmen district! With your help, we were able to determine together in the inner city conference which measures could lead to a more liveable Barmen. Now we can implement individual measures developed directly by you to improve Barmen's city center. We are now working together to ensure that they achieve the desired goals.
